[Dev] external Makefile changes

I've updated the Makefile in external/ to remove the recursion (all of the for loops that ran thru the $(SYSTEMS) list). With this change the build will now stop at the first sub-project build failure.

Let me know if this causing any issues for anyone.

Other small changes include changing the snap target to binaries to make it consistent, changing uploadworld to uploadstaging and removing the upload target.
