We are in need of owners for the libraries in external/. There are some
responsibilities the owners would need to take over:

1. Make sure our patches (if any) get integrated into the original
projects. Right now we have some 2+ year old patches that are required
by Chandler sitting untouched in those projects' bug databases. This may
involve tweaking the patches based on review feedback.

2. Follow the releases of those projects and inform the OSAF release
team when we should upgrade. Reasons for upgrade include releases that
fix security issues, or releases that fix issues we are depending on in
Chandler.

3. Help OSAF release team integrate the upgrades. (Note that you don't
necessarily need to do the build related work to get the stuff actually
into Chandler, but any help you could provide would be appreciated.)


In general, I expect the owners would need to do very little programming
and spend perhaps 1 hour a week in communicating with external projects
when we are actively trying to push patches in. If there are no patches,
I'd expect you to monitor the projects releases, something which should
take a few minutes a month at most.
