I added the following lines of code:
<ConfigItem Name="Frontend::Module###AgentTicketEdit" Required="1" Valid="1">
<Description Lang="en">Frontend module registration to allow editing of
draft copies of emails.</Description>
<Group>Framework</Group>
<SubGroup>Frontend::Agent::ModuleRegistration</SubGroup>
<Setting>
<FrontendModuleReg>
<Description>AgentTicketEdit</Description>
<Title>AgentTicketEdit</Title>
</FrontendModuleReg>
</Setting>
</ConfigItem>
In the Framework.xml file located in the folder Kernel/Config/Files/
Then I went to sysconfig and added admin and user groups for read/write
capabilities.

How do you register the new module? In otrs the module permissions are
group related, seems that something goes wrong with this for your new
module.
