I've seen the same behavior, it appears to occur if I have `pagespeed FileCachePath` defined in a server block but not the HTTP block. Setting `pagespeed ShmMetadataCacheCheckpointIntervalSec` to`-1` in the HTTP block or defining the `FileCachePath` before it seems to prevent this from occurring.
