You can use https://yousite.com/?PagespeedFilters=+debug and take a look in the html code. This inject debug messages, and maybe some talk about why don´t lazyload don´t work. I don´t klnow too much about this fillter cause i don´t use it. Instead i use [lazysizes](https://github.com/aFarkas/lazysizes) script to do this. EDIT: Have you enabled critical image beaconing?
