Re: Optimizing UTCase and ITCase Flink Action Execution Time

I plan to migrate all IT test content under
paimon-flink/paimon-flink-common/src/test/java/org/apache/paimon/flink/action.
Go under paimon-flink/paimon-flink-action-e2e and add
itcase-flink-action.yaml to .github/workflows. Not sure what people think
of this
