@emkornfield, I think this PR was reviewed quite actively. Also, it adds
optional statistics that an implementation might use or not. I do not feel this
would require a formal vote. Maybe put up the PR on the dev list with a time
limit so anyone would have the chance to comment. From my side, it is good to
go.
