IMHO, two PoC impls do not imply that they have to be parquet-mr and
arrow-cpp. So should we proceed to a formal vote on this PR? @emkornfield

Once this PR has been merged, I can proceed the release process of parquet
format v2.10. After that, all pending PoCs can be formally reviewed and merged.
