The PR adds license headers to quite a few docs files that should probably be
on parquet.incubator.apache.org. [~julienledem] do you know where that site
lives so we can move the docs there? Then we wouldn't need to keep them in two
places. Plus, the site currently points back to the Parquet/parquet-format
github pages for things like logical types.
