Based on discussion on https://github.com/apache/incubator-parquet-mr/pull/117 
the scope of this JIRA should be broadened slightly.

Rather than just:
* If the delegated PrimitiveConverter supports dictionaries, then 
FilteringPrimitiveConverter should too.

* An extra goal should be that the FilteringPrimitiveConverter supports 
dictionaries regardless of the support in the delegated PrimitiveConverter. 
This would allow possible dictionary based optimisations for filter evaluation 
in all cases.

If the delegated PrimitiveConverter supports dictionaries then dictionary calls 
will be passed through to it from the FilteringPrimitiveConverter. If not then 
the non-dictionary typed calls will be made to it as per usual from 
non-dictionary supporting converters.
