I've added a PR with the majority of the 1.7.0 changes:

Please help us get it reviewed as soon as possible so we can commit it
and branch for 1.7.0. That will mean we can start merging the other PRs
again. I still need to update the artifact groupId, but I think we can
start looking at the code changes.
I also want to bring up the idea of waiting until after the graduation
resolution goes through to release 1.7.0. Then we could remove the
incubating disclaimer and use 1.7.0 as the version instead of
1.7.0-incubating. This wouldn't continue to block master because we
would do the release from a 1.7.0 branch. Any thoughts?
