Andreas Lehmkühler resolved PDFBOX-1890.

Resolution: Fixed
I've just learned that both tools have a different purpose. WriteDecodeDoc
removes the compression of all streams and PdfCompressor removes all object
streams.
I renamed PdfCompressor to DecompressObjectstreams in revision so that its
purpose is hopefulle clearer.
