Although I think that the current behavior needs to be improved im not in favor
of that suggestion. A field may have an inheritable attribute defined in it’s
own dictionary or within an ancestor in the hierarchy. If we now move the
inheritable attributes into the PDNonTerminalFields we make inheritable the
standard which it’s not.
