1) The standard that is not being complied with isn't "TIFF", it is CCITT G4
(which is used by other file formats, e.g. TIFF, PDF and SPIFF).
2) Your wish won't be fulfilled easily because of the structure of PDFBox that
applies the fiters when creating the XObjects. That, in turn is needed for some
filters (although not this one) where information is stored in the image
itself. This would require some design change. We haven't fully finished
dealing with the problems from the last design change in PDFBOX-2423 and
PDFBOX-1094.
