in the PDF/A-1,2,3 spec end of line (EOL) is defined as a one or two character
sequence CR or LF or CR LF so to answer your question CR LF is ONE line ending.
A small addition with regards to streams:
There is a small but important difference for EOL before the endstream keyword.
In the PDF spec it is stated that there SHOULD be an EOL before the endstream
keyword. in the PDF/A specs it is stated that there SHALL be an EOL before the
endstream keyword. The restriction that after the stream keyword ONLY CR LF or
LF (and not CR alone) are permitted didn’t change although it’s more precise
now I think.
