The keylength can't go to 256 bit in 1.8. Set the default to 128 would bring
the problem that most users will get an error message that strong encryption
isn't installed.
[~msahyoun] could you change the text in the command line web page "The number
of bits for the encryption key." to "The number of bits for the encryption key,
40 or 128; for 128 bits [Java Cryptography Extension (JCE) Unlimited Strength
