Yep, according to
https://www.microsoft.com/typography/fonts/font.aspx?FMID=1081 Arial Unicode MS
ships with Office but not Windows. Sigh.
I certainly agree that the PFB is the gold standard, but as it's not possible
to redistribute it we're stuck with the next-best alternative. We can point
end-users towards Ghostscript's "Dingbats" font too if they don't mind the GPL
license.
