This issue is a bit confusing. Take this
http://pdfbox.apache.org/1.8/cookbook/encryption.html and change the key length
to 256. It isn't active because 1.8 doesn't support 256 bits. But in 2.0, 256
bits AES encryption/decryption works fine.
