Should we merge the packages org.apache.pdfbox.tools.gui,
org.apache.pdfbox.tools.utils and org.apache.pdfbox.tools.pdfdebugger.ui?
How about renaming the package (org.apache.pdfbox.tools.pdfdebugger ->
org.apache.pdfbox.debugger) ?
