There's a comment in WinAnsiEncoding.java and this text in the PDF
specification:

In WinAnsiEncoding, all unused codes greater than 40 map to the bullet
character. However, only code 225 shall be specifically assigned to the bullet
character; other codes are subject to future reassignment.

So that would be the bullet is available. So I hardcoded a 225 octal = 0x95
into a PDF file, but no bullet appears. Why is this so?
