Would it make sense to issue this as a new bug? Or is it no bug in general but 
rather an optimization? 

I think I understand the issue: All pages of a PDF contain all resources of the 
PDF when they are added to another PDF because it's a complex problem to 
identify which resources belong to which page, right? And when multiple single 
PDFs are merged together, all resources from all PDFs are also merged together 
(which makes absolutely sense).

Have you already tried to find a solution respectively are you working on this 
or is it sensible if we try to fix it?
