How about replacing "Embed-Dependency" in the instructions of the bundle plugin:

If it still doesn't work, then first try another version of PDFBox, e.g.
2.0.14, 2.0.10, 2.0.5 (just to see whether we messed up something, but I don't
think so). The next step would be to ask on stackoverflow, because this isn't a
PDFBox problem, this is a problem with the maven bundle plugin.
