As that PDFA TN also argues with the original formulation, not the corrigendum
formulation, I'd propose to make that a question to the TWG.
Actually I have the impression that this commentary item actually had been
written long before that TN was published, probably before the corrigendum was
published, and then was included in the TN without checking whether it still
applies.
