I have an idea (but no time to implement it) but here it is:
We need to create a test file that has a JPEG file of the same size as the
JBIG2 files that are troublesome. Then attempt to render at the same scalings
that are troublesome and see what happens. The cause of the problem is
If the rendering succeeds, then the bug is in the jbig2 decoder.
If the rendering fails, then the bug is in PDFBox.
