I've added a method to also create a temp file sharing the same permission
settings as done for temp directory. I've also added some additional
enhancements based on code reviews done with Claude Sonnet and under the
assumption that IOUtils might have an additional use for a PDFBox user,
especially the shared shutDown hook. For the current use in PDFDebugger that
seems not necessary but for a general purpose use it is.
Will wait for Sonar before backporting to 3.0
