### What problem does this PR solve? <!--add issue link with summary if

move on_single_put_in_batch to `pegasus_write_service`.
I will remove class `pegasus_server_write` in the later, and move all of
its' member functions to `pegassu_write_service`. Finally, all of the read
operations are processed by `pegasus_read_service`, and write operations are
processed by `pegasus_write_service`
