Are we talking about critical issues with Scala 3.3 specifically or
critical issues in general? Afaik at least with Pekko core all critical
issues (recent example being Jackson update due to CVE) have been resolved,
if thats not the case then they should be reported and we have to make a
decision about whether to include it in 1.0.x or 1.1.x.
