There are issues with timeouts on pekko.apache.org. An alternative
place to get the release notes is:
https://nightlies.apache.org/pekko/docs/pekko-persistence-jdbc/1.2/docs/release-notes/releases-1.2.html

It is recommended that anyone upgrading pekko-persistence-jdbc should read them.
