the modperl 1.xx and 2.xx build systems are nothing alike.

seems the static build instructions have been lost.  at the moment it
would require patching apache and is pretty much unsupported.  dso
is the prefered method of building 2.0, if there are problems with your
platform, this is the time to work them out.  static build will be
supported in the future, but it is low priority right now.
