hmm, hmm. well the original ideas behind defaulting .pm test config to
live in <Location __PACKAGE__> were to:
- simplify (less lines) test config
- insure unique namespace for <Location ...>'s
- force <Location ...> names to be consistent
- prevent clashes within main config
and there are 40-something .pm tests. so, thinking about it more, lets
keep things the way they are and add your <Base> directive idea.
given that the majority of .pm test config will be specific to a
<Location>, fewer will need the <Base>. and i can't think of needing to
invent another directive for the test config aside from <Base>.
