Yes, I did do that (I meant to say so).

How stupid am I?  That's the bit I missed!  It's no good trying to refer 
to C:\Temp\modperl-2.0\t\response\TestAPI\server_util.pm as 
t\response\TestAPI\server_util.pm when I'm in the C:\Temp directory! Doh!

Hopefully I should now be able to send more useful diffs in the future.
