I see no point in votes. We should always keep the last two version and the rest should be deleted (there are still available from backpan). Unfortunately since CPAN is not group-development friendly it's always hard to figure out where the packages are as there are spead across many developers CPAN dirs.
If you need something removed and the author isn't around, email [email protected] and we'll clean it off for you.
