If the sequence is declared with CYCLE and the next sequence value exceeds the 
min/max limit an exception will be thrown. 
I also changed the default for cycle to be false in SequenceRegionObserver  
(for sequences that have been upgraded).

In a test even if you call conn.close() it doesn't call 
ConnectionQueryServicesImpl.close()  which returns sequences. I found this out, 
because I had a bug while returning sequences that I discovered while testing 
manually, but that was not caught when running 
testSelectNextValueForMultipleConnWithConnClose(). When I made this change the 
test fails if sequences are not returned correctly. 

I have rebased and attached the patches.
