I've never run Windows, but [~jeffreyz] has. Did things just recently stop
working for you on Windows? I'd try an earlier version of Phoenix to see if
that works. Also, try increasing the memory in the pom (currently at 2000m) and
dialing down the parallelism (numForksIT).
