Summary: Allow setting of guidepost width at the table level

We provide a system wide setting for our table stats guidepost width through
the phoenix.stats.guidepost.width config parameter. We should also provide a
GUIDE_POST_WIDTH table property for this so that different tables can have
different guidepost widths.
