Our build times have increased 50% with the setting of reuseForks to false
because we now have to spin up a new mini cluster for each test suite (wihch is
the savings we're getting by having reuseForks set to true). IMHO, we should
set reuseForks back to true and figure out the root cause of any problems in
the various developer's environments (note that AFAIK, this was never causing a
problem in our Jenkins builds).
