If I alter a table to disable the WAL (i.e. ALTER TABLE MYTAB SET DISABLE_WAL = 
true), then things work as expected.

However, if I then attempt to re-enable the WAL (i.e. ALTER TABLE MYTAB SET 
DISABLE_WAL = false), nothing changes.
