In some places we use HRegion directly to submit batch mutations, with
HRegion#batchMutate or HRegion#mutateRowsWithLocks. We should investigate if
this can be replaced with batch mutations submitted via a HTableInterface from
CoprocessorHConnection#getConnectionForEnvironment
