This JIRA was missing in 4.x-branch-1.1. Thanks for [~Dumindux] for checking on
that. Now cherry picked the commit to 4.x-branch-1.1. This would allow
ARRAY_CAT and ARRAY_FILL to be checked in to 4.x branches.
