I forgot we decided to use the txn read pointer, I have uploaded a modified 
patch with this change.

If the table is not in the cache and it is transactional the txn will be 
started in PhoenixStatment.executeQuery or executeMutation and then the next 
query or   mutation will make another RPC.

Do we currently have an option to make  all tables transactional by default?
