Now that we have this nifty new optimization (PHOENIX-914), we should document
if so folks know about it:
- add page to website under Features menu
- add syntax to phoenix.csv so it appears on Reference page
- blog about it, including perf numbers once we have them, describing when it's
best to take advantage of it.
