Please review, [~tdsilva]. I'll need to wait to check this in until
[~poornachandra] does a Tephra 0.6.4 release.
This issue is similar to the one you're working on (PHOENIX-2446), but for
transactional tables we can take a different approach because we can rely on
the transaction manager to tell us when there's an overlap.
