Reverting PHOENIX-1973 based on discussion here[1]. Would it be possible for
someone to verify that performance is no longer regressed for MR CSV Bulk
Loader, [~sergey.soldatov], [~maghamravikiran], [~gabriel.reid], [~youngwookim]
so we can get a new 4.7.0 RC up?
