Old client will continue to resolve FOO.BAR as FOO.BAR even if server jars are
upgraded. From server , we will send the flag in the PTable proto not the
changed physical name and we will convert from FOO.BAR to FOO:BAR at the client
depending upon the flag. As old client will not see this flag ,so keep
resolving table names in old way only.
