we can use the LOCAL_INDEX_CLIENT_UPGRADE_ATTRIB from hbase-site.xml only.

bq. I would also suggest to test out whether the upgrading of local indexes is 
still working correctly, in both online and offline modes, after your change.
Currently , Local Index upgrade is not working for multi-tenant table so 
[~rajeshbabu] will take care of testing this scenario after fixing PHOENIX-3002
