Resolution: Won't Fix
[~samarthjain] as part of alter session at present we are just changing the
timeline consistency for scans so that region replicas will be scanned if
needed. Region replica support is added from HBase versions 1.1.x onwards
that's why it's present in 4.x-HBase-1.1 and master branches only.
Closing as won't fix.
