Would it make sense to try to move all of the JVM and Operating-System config 
tunings (e.g. Nagle's, THP, garbage collection) into the HBase book and avoid 
trying to exhaustively cover that all here in Phoenix?

There are lots of nice things covered at the Phoenix level 
(configuration/implementation and data modeling) which are great here. I would 
want to detract from that.
