Resolution: Fixed
Now with CALCITE-1374, we can allow "!=" as an alternative to "<>" in
Calcite-Phoenix by changing our default SQL conformance level to ORACLE_10.
I'll revert the previous check-in which replaced all occurrences of "!=" in SQL
queries with "<>".
