In getting guideposts to be correctly built for local indexes (PHOENIX-3361), I
accidentally configured many guideposts in the
IndexExtendedIT.testLocalIndexScanAfterRegionSplit() test and the test started
failing. We should confirm there's not a general issue lurking here.
