Alright, passed my basic manual testing. Will probably need some more extensive
testing by the mighty, [~mujtabachohan].
[~jamestaylor] - please review. I have made the serialization of state in index
maintainer now via protobuf. I had to leave the old code in IndexMaintainer for
backward compatibility reasons. I am detecting now though whether the client is
old or new depending on what serialization method it is calling. I need to
think some more and figure out a creative way of testing the backward
compatibility using some automated tests.
